HELP with my daughters mini dirt bike when i turn fuel on it pours out of the overflow?

Brand new 49cc 2 stroke can you help when i turn the fuel on it just pours from the overflow all the time until i turn it off i need to keep it on so she can ride it argggg please help me i dont know whats wrong can anyone help please

fuel shut off is jamed open in carb
