How Do I set Ignition Timing on a '64 Sears Allstate 150 Puch Motorcycle?

I followed the manual. It was running before and now it's not. I thought I could get it to run smoother. It said ignition should occur 11/64 before TDC. I took the spark plug out and made a mark with the piston at TDC. I made a mark on the rod I am using 11/64 higher. Using the rod I turned the piston back to my new mark. I then set my gap on the points which asks for .015. I hooked everything back up after putting the spark plug in and now it won't even turn over. All it did was pop! once in a while. Is there something I am missing? I am a real amatuer at motorcycles(just started).

You went wrong when You Gapped the points at 11/64 BTDC mark.

That makes them open way before TDC.

That Timing Figure is where they should just Begin to open.

The Points breaking Open is what triggers the spark,,,right?

That's the TIMING position.
If they are Already Open .015" at THAT position,,,then they began opening way before that.

Just Do it again,,,but set them to Open at 11/64.
They should just barely break open as you reach that spot.
